Abstract

TINJAUAN KELENGKAPAN SERTIFIKASI DAN DOKUMEN KAPAL MOTOR TRADISIONAL YANG BEROPERASI DI DERMAGA MAROKO WADUK SAGULING KABUPATEN BANDUNG BARAT AKBAR HIDAYAT NPT: 1903075 Dibimbing Oleh: Kodrat Alam, S.SiT., M.T. Ferdinand Pusriansyah, S.SiT., S.H., M.Si. ABSTRAK Sebelum berlayar sebuah Kapal harus melengkapi Kelengkapan Sertifikasi Kapal terlebh dahulu. Hal ini dilakukan agar aktivitas pelayaran menjadi legal. Jenis Sertifikasi menurut Peraturan Direktur Jenderal Perhubungan Daratt Nomor KP.3424/AP.402/DRJD/2020 TentangKapal Sungai dan Danau yaitu Surat Ukur Kapal, Surat Pendaftaran Kapal, Surat Kebangsaan, Sertifikat Garis Muat, Surat Keselamatan Kapal, dan Surat Kecakapan Awak Kapal. Tujuan dilakukan penelitian adalah Untuk mengetahui kondisi kelengkapan sertifikasi Kapal,dan mengetahui kendala proses pemenuhan sertifikasi kapal yang sesuai dengan Peraturan Direktur Jendral Perhubungan Darat Nomor KP.3424/AP.402/DRJD/2020 Tentang Kapal Sungai dan Danau. Penelitian ini menggunakan metode kualitatif dengan pendekatan evaluatif dengan proses penyelesaian masalah menggunakan metode importance peformance analysis (IPA). Berdasarkan hasil survey yang dilakukan di Dermaga Maroko Waduk Saguling Kabupaten Bandung Barat, 100% Kapal Motor Tradisional yang beroperasi disana belum melengkapi status hukum kapalnya. Pihak Operator/pemilik kapal memberikan alasan mengapa sertifikat tersebut belum lengkap yaitu 12,5% tidak tahu bahwa sertifikasi wajib dibuat, 50% tidak mengerti kegunaan sertifikasi kapal, 37,5% tidak pernah diperiksa kelengkapan sertifikasinya. Untuk mengatasi permasalahan tersebut perlu diadakannya koordinasi dengan instansi-instansi terkait dalam pemenuhan dan penegasan aturan yang berlaku mengenai kelengkapan sertifikasi kapal dengan melakukan sosialisasi dan kemudahan pendaftaran mengenai pentingnya kelengkapan sertifikasi kapal. The kind of certificate according to regulaton Director Generalof Transport Darat Number KP.3424/AP.402/DRJD/2020, River and Lakes Ships, Ship measuring Letters, Ships Registration Letters, Loading lines certificaties,Ship Safety Codes, aand Ship Crew Crew Credentials. The Purpose of Research is to onow the condition for the completion of the Ships certification and of the pending process of certification of the as per regulations Direcktor General of Land Relations Number KP.3424/AP.402/DRJD/2020 on Rivers Boats Lakes. The Study use qualitative methods with an evaluative approach by process Completion of the matter using the importance performance analysis method (IPA). Based on resultsof a survey conducted at the maroko pier,Saguling reservoir, West Bandung Regency,100% of traditional Motor Ships operating there have not completed the legal status of the ship. The operator/ship owner gave reasons why certificate was incomplete,namely 12,5% did not know that certification must be made, 50% did not understand the use of ship certification, 37,5% had never checked the completeness of the certification. To overcome these problems, it is necessary to coordinate with relevant agencies in fulfilling and confirming the applicable rules regarding the completeness of ship sertification by conducting socialization and ease of registration regarding the importance of completeness of ship certification.
