Abstract

EVALUASI PELAYANAN PENUMPANG PADA PELABUHAN PENYEBERANGAN BALOHAN KOTA SABANG PROVINSI ACEH ABSTRAK Kota Sabang merupakan salah satu kota yang terletak di Provinsi Aceh. Di kota Sabang terdapat Pelabuhan Penyeberangan Balohan yang melayani lintasan komersil antara Balohan – Ulee Lheue. Keberadaan lintasan ini menjadi penting untuk kegiatan angkutan penyeberangan serta dalam upaya mendukung pengembangan sektor wisata dan ekonomi di wilayah Sabang Provinsi Aceh. Oleh Karena itu, perlu adanya pelayanan yang sesuai dengan peraturan perundangan sehingga kegiatan dipelabuhan dapat berjalan dengan lancar akan tetapi kenyataannya masih banyak indikator pelayanan terhadap penumpang yang masih tidak sesuai dengan peraturan yang ada. Berdasarkan dari kondisi tersebut penulis melakukan survei terhadap fasilitas pelayanan penumpang. Kemudian, dilakukan analisis menggunakan suatu metode guna mendapatkan hasil analisa sekaligus usulan pemecahan masalah. Dimana penelitian mengacu pada peraturan dalam PEDIRJEN: KP.5062/AP 005/DRJD/2020. Berdasarkan hasil analisa diperoleh kesimpulan bahwa persentase tingkat kesesuaian sebesar 27,7 % dan nilai pembobotan sebesar 15,8%. Untuk itu masih terdapat standar pelayanan penumpang yang kurang pada Pelabuhan Penyeberangan Balohan seperti fasilitas keselamatan berupa APAR, titik kumpul evakuasi, P3k, kursi roda dan informasi gangguan darurat. Selalin itu pada fasilitas gangay berupa lampu penerangan dan CCTV Kata Kunci : Standar, Pelayanan, Penumpang dan lintasan. EVALUATION OF PASSENGER SERVICES AT BALOHAN CROSSING PORT SABANG CITY ACEH PROVINCE ABSTRACT Sabang city is one of the cities located in Aceh province. In Sabang city there is a Balohan crossing port that serves the commercial route between Balohan-Ulee Lheue. The existence of this track is important for crossing transportation activities as well as in an effort to support the development of the tourism and economic sectors in the Sabang region of Aceh province. Therefore, there is a need for services in accordance with the legislation so that the port activities can run smoothly, but in fact there are still many indicators of service to passengers are still not in accordance with existing regulations. Based on these conditions the authors conducted a survey of the passengers services. Then, an analysis is performed using a method to obtain the results of the analysis as well as proposed problem solving. Where research refers to the regulations in PEDIRJEN: KP.5062 / AP 005/DRJD/2020. Based on the results of the analysis concluded that the percentage of conformity rate of 27.7% and the weighting value of 15.8%. For that there are still less passenger service standards at the Balohan crossing Port such as safety facilities in the form of APAR, evacuation gathering point, P3k, wheelchairs and emergency disturbance information.
