Abstract

ABSTRAK Evaluasi Perhitungan Tarif Angkutan Penyeberangan Pada Lintasan Hunimua – Waipirit di Provinsi Maluku Ivana Theresha Hawu Dibimbing Oleh : Noor Sulistiyono,S.SI.T.M.M.,M.Mar.E. Febriansyah,ST.,MT Penyelenggaraan angkutan penyeberangan yang terdapat di Kabupaten Maluku Tengah adalah penyelenggaraan angkutan penyeberangan yang menghubungkan Pulau Ambon dengan Pulau Seram. Kegiatan angkutan penyeberangan tersebut diperuntukan untuk menunjang kebutuhan wisata perairan guna meningkatkan wisatawan lokal dan asing dalam melakukan perjalanan wisata dan tulang punggung perekonomian. Tujuan penelitian ini adalah (1) Untuk mengetahui tarif angkutan penyeberangan pada lintasan Waipirit – Hunimua, (2) Untuk mengetahui apakah tarif yang berlaku sekarang sudah relevan dengan Peraturan Menteri Nomor 66 Tahun 2019 tentang Mekanisme Penetapan dan Formulasi Perhitungan Tarif Angkutan Penyeberangan. Metode Penelitian yang digunakan pada penelitian ini adalah penelitian kuantitatif. Sumber data diperoleh dari data primer dan data sekunder. Penelitian ini dilakukan Melalui pengamatan secara langsung kondisi yang sebenarnya di lapangan. Analisa perolehan data dilakukan melalui uji Analisa Load Factor dan Analisis Biaya Operasional Kapal. Hasil Analisa menunjukkan bahwa perhitungan tarif pada lintasan Hunimua – Waipirit diperoleh besaran sebesar Rp.1.178/mil dimana besar Harga Pokok Produksi dalam lintasan tersebut sebesar RP.13.547. Analisa biaya operasional diperoleh biaya langsung sebesar Rp. 4.212.641.133, sedangkan biaya tidak langsung sebesar Rp. 3.023.044.289. Besaran total biaya operasional di Lintasan HunimuaWaipirit sebesar Rp. 7.235.685.422. Berdasarkan hasil kajian lapang diperoleh hasil kajian bahwa tarif pada lintasan Hunimua – Waipirit belum relevan dengan kondisi saat ini karena terjadi perubahan Satuan Unit Produksi (SUP). Febriansyah,ST.,MT The operation of crossing transportation in Central Maluku Regency is the operation of crossing transportation that connects Ambon Island with Seram Island. The crossing transportation activity is intended to support the needs of marine tourism in order to increase local and foreign tourists in making tourist trips. The purpose of this study are (1) to find out the tariffs for crossing transportation on the Waipirit – Hunimua route, (2) to find out whether the current tariffs are relevant to the Ministerial Regulation Number 66 of 2019 concerning the Mechanism of Determining and Formulating the Calculation of Crossing Transport Tariffs. The type of research used in this research is quantitative research. Sources of data obtained from primary data and secondary data. This research was conducted through direct observation. Analysis of data acquisition was carried out through Load Factor Analysis and Ship Operational Cost Analysis.The results of the analysis show that the calculation of the tariff on the Hunimua – Waipirit route is obtained in the amount of Rp. 1,178/mile where the cost of production on the route is Rp. 13,547. Analysis of operational costs obtained direct costs of Rp. 4,212.641.133, while the indirect cost is Rp. 3.023.044.289. The total operational cost on the Hunimua-Waipirit route is Rp. 7.235.685.422. Based on the results of the field study, it was found that the tariff on the Hunimua – Waipirit route is not yet relevant to current conditions due to changes in the Production Units (SUP).
