Abstract

ABSTRAK ERFIRA DINDA PUTRI, Evaluasi Penerapan Sistem Zonasi di Pelabuhan Penyeberangan Jangkar Provinsi Jawa Timur, dibimbing oleh Slamet Prasetyo Sutrisno, S.T., M.Pd. dan DRS. Brenhard Mangatur Tampubolon, M.Si. Pelabuhan Penyeberangan Jangkar adalah pelabuhan yang terdapat di Kabupaten Situbondo Provinsi Jawa Timur. Pelabuhan ini berfungsi sebagai akses penyeberangan antar pulau. Pada saat ini di Pelabuhan Penyeberangan Jangkar belum diterapkannya sistem zonasi sesuai dengan aturan yang berlaku yang menyebabkan masih banyaknya orang yang tidak berkepentingan di pelabuhan. Belum teraturnya pola arus kendaraan di pelabuhan Jangkar, sehingga masih banyak terjadi crossing antar kendaraan dan masih banyak kendaraan antar jemput yang bebas mengakses zona terlarang di pelabuahan Jangkar. Di Pelabuhan Penyeberangan Jangkar sendiri loket penumpang masih bergabung dengan loket kendaraan, sehingga membuat pengguna kendaraan harus terlebih dahulu turun dari kendaraan dan menyulitkan pengendara. Untuk menganalisa hal tersebut maka digunakanlah analisa yang berpedoman pada Peraturan Menteri Perhubungan Nomor 91 Tahun 2021 Tentang Sistem Zonasi Di Kawasan Pelabuhan Yang Digunakan Untuk Melayani Angkutan Penyeberangan untuk menganalisa sistem zonasi dengan membagi zona zona di pelabuhan dan Surat Keputusan Direktur Jendral Perhubungan Darat Nomor SK,242/HK.104/DRJD/2010 tentang Pedoman Teknis Manajemen Lalu lintas Penyeberangan untuk analisa pengaturan pola arus lalu lintas kendaraan serta analisa peralatan pendukung sistem sterilisasi dan kelancaran pola arus kendaraan. Agar terciptanya pelabuhan penyeberangan yang tertib dan aman maka hasil dari analisa tersebut adalah dengan melakukan penetapan sistem zonasi dan pengaturan pola arus kendaraan yang ada di Pelabuhan Penyeberangan Jangkar serta untuk menunjang sistem zonasi dan pengaturan pola arus kendaraan diperlukannya pengoptimalisasian fasilitas seperti : penerapan sistem zonasi di pelabuhan dengan pembagian zona zona dan pemabatas antar zona, pemisahan arus kendaraan masuk dan keluar pelabuahan. At this time, the Anchor Crossing Port has not implemented a zoning system in accordance with the applicable regulations, which causes many people who are not interested in the port. The irregular pattern of the flow of vehicles at the Anchor port, so that there are still many crossings between vehicles and there are still many shuttle vehicles that are free to access the forbidden zone at the Anchor port. At the Anchor Crossing Port itself, the passenger counter is still joined to the vehicle counter, thus making vehicle users have to get off the vehicle first and make it difficult for drivers. To analyze this, an analysis based on the Minister of Transportation Regulation Number 91 of 2021 concerning the Zoning System in Port Areas Used to Serve Crossing Transportation is used to analyze the zoning system by dividing the zone zones at the port and the Decree of the Director General of Land Transportation Number SK,242 /HK.104/DRJD/2010 concerning Technical Guidelines for Crossing Traffic Management for analysis of regulation of vehicle traffic flow patterns and analysis of supporting equipment for sterilization systems and smooth flow patterns of vehicles. In order to create an orderly and safe ferry port, the results of this analysis are to establish a zoning system and regulate vehicle flow patterns in the Anchor Crossing Port and to support the zoning system and vehicle flow pattern regulation, optimization of facilities is needed such as: the application of the zoning system at the port with the division of zones and barriers between zones, separation of the flow of vehicles entering and leaving the port.
