Abstract

EVALUASI PERALATAN KESELAMATAN JIWA PADA KAPAL PENYEBERANGAN DI PELABUHAN PENYEBERANGAN HUNIMUA-WAIPIRIT PROVINSI MALUKU ABSTRAK Pelabuhan Hunimua yang memiliki lintasan penyeberangan Hunimua-Waipirit menghubungkan antara Pulau Ambon dengan Pulau Seram Bagian Barat dengan waktu tempuh 1,5 jam dengan jarak 12 mil. Dilintasan ini terdapat 5 kapal penyeberagan diantaranya KMP. Inelika, KMP. Terubuk, KMP. Roka Tenda, KMP. Sardinela serta KMP. Tanjung Koako dengan perlengkapan peralatan keselamatan jiwa yang belum sesuai dengan aturan tarkait kondisi dan jumlahnya. Peralatan yang belum memenuhi berupa sekoci, lifejacket, lifebuoy, dan liferaft perlu dilakukan perawatan. Pengumpulan data perlengkapan keselamatan jiwa ini dilakukan dengan mengobservasi di setiap kapal penyeberangan lintasan penyeberangan Hunimua-Waipirit sehingga diperoleh informasi yang jelas terkait dengan kondisi maupun jumlah perlengakapan keselamatan jiwa yang belum memenuhi Peraturan Direktur Jenderal Perhubungan Laut NO: UM.008/9/20/DJPL – 12 tentang Petunjuk Teknis Pelaksanaan Kapal Non Konvensi Berbendera Indonesia (Non-Convention Vessel Standard Indonesian Flagged) Bab IV Pasal 80. Hasil survei di lapangan menunjukan bahwa perlengakapan keselamatan jiwa seperti lifejacket, lifebuoy, sekoci dan liferaft dengan keadaan rusak dan kurang jumlahnya serta liferaft perlu dilakukan perbaikan karena dalam keaadan kadaluarsa. Pemilik perlu melakukan penambahan jumlah terhadap lifejacket, lifebuoy, sekoci dan nakhoda kapal perlu membuat jadwal pengecekan dan perawatan terhadap perlengkapan keselamatan jiwa. Karena jika kondisi dan jumlah peralatan keselamatan jiwa sudah sesuai dengan aturan maka jika terjadi kecelakaan dapat mengurangi resiko banyaknya korban jiwa. Kata Kunci: Pelabuhan Hunimua, perlengkapan peralatan keselamatan jiwa, sekoci, lifebuoy, lifejacket, liferaft. x EVALUATION OF LIFE SAFETY EQUIPMENT ON CRUISE SHIP AT HUNIMUA-WAIPIRIT PORT MALUKU PROVINCE ABSTRACT Hunimua Port, which has the Hunimua-Waipirit crossing, connects Ambon Island with the West Seram Island with a travel time of 1.5 hours and a distance of 12 miles. Tanjung Koako with life safety equipment that is not in accordance with the rules related to conditions and numbers. Equipment that does not meet the requirements in the form of lifeboats, life jackets, lifebuoys, and liferafts needs maintenance. Data collection of life safety equipment is carried out by observing on every ship crossing the HunimuaWaipirit crossing so that clear information is obtained regarding the condition and number of life safety equipment that does not meet the Regulation of the Director General of Sea Transportation NO: UM.008/9/20/DJPL – 12 concerning Technical Instructions for the Implementation of Non-Convention Vessel Standard Indonesian Flagged (Non-Convention Vessel Standard Indonesian Flagged) Chapter IV Article 80. The results of the field survey show that life safety equipment such as life jackets, lifebuoys, lifeboats and liferafts are damaged and lacking in number and liferafts need to be repaired because it is in a state of expiration. Owners need to increase the number of life jackets, lifebuoys, lifeboats and ship captains need to schedule checking and maintenance of life safety equipment. Because if the condition and number of life safety equipment are in accordance with the rules, if an accident occurs, it can reduce the risk of many fatalities.
