Abstract

PERENCANAAN KEBUTUHAN LOCAL PORT SERVICE (LPS) DI PELABUHAN PENYEBERANGAN BASTIONG PROVINSI MALUKU UTARA ABSTRAK Pelabuhan Bastiong merupakan tempat angkutan trasportasi penyeberangan yang beroperasi di kawasan kota Ternate Maluku Utara, yang bertujuan untuk mengakomodasi kebutuhan lalu lintas masyarakat di kawasan strategis Nasional Maluku Utara. Akan tetapi pelabuhan bastiong yang berada di Maluku utara ini belum tersedianya Local Port Service sebagai fasilitas penunjang keselamatan kapal saat berlayar di perairan dan sebagai sistem monitoring pergerakan kapal. Dalam penulisan tugas akhir ini metode yang digunakan adalah metode observasi dan metode perhitungan data yang diperoleh dapat berupa data kuantitatif dan umumnya sangat akurat serta dapat dipertanggung jawabkan. Saat ini volume lalu lintas di perairan Pelabuhan Penyeberangan Bastiong tergolong cukup ramai dan di Pelabuhan Penyeberangan Bastiong sering terjadinya keterlambatan kapal yang bongkar muat mengakibatkan keberangkatan kapal selanjutnya yang akan bongkar muat menjadi tertunda dan tidak sesuai jadwal sehingga sering terjadinya penumpukan penumpang dan kendaraan. Setelah dilakukan analisa di Pelabuhan Penyeberangan Bastiong maka upaya untuk mengatasi permasalahan yang ada pada saat ini yaitu pembangunan Local Port Service (LPS) dan memberikan sanksi bagi kapal – kapal yang masi mengalami keterlambatan saat peroses bongkar muat. Setelah diadakan penelitian dan melihat data dari hasil survei serta dari hasil analisis yang dilakukan oleh peneliti, maka dari permasalahan yang ada dapat disimpulkan adalah sebagai berikut Pada analisa Volume lalu lintas kapal pada perairan Pelabuhan Penyeberangan Bastiong menunjukan rata – rata pergerakan kapal ferry dan kapal kayu sebesar 14% sedangkan untuk speed boat sebanyak 72%. Ketepatan jadwal kapal di Pelabuhan Penyeberangan Bastiong belum sesuai dengan jadwal yang telah ditetapkan oleh BPTD Wilayah XXIV Provinsi Maluku Utara. Berdasarkan Peraturan Direktur Jendral Perhubungan Darat No: NO: PR-DRJD 4 TAHUN 2021 tentang Pedoman Pelaksanaan Kegiatan Local Port Service (LPS) di Pelabuhan Penyeberangan harus mempersiapkan sarana dan prasarana guna menunjang perencanaan pembangunan pelayanan lalu lintas kapal berupa Local Port Service di Pelabuhan Penyeberangan. Kata kunci : LPS, Metode, Pelabuhan x PLANNING OF THE NEED FOR LOCAL PORT SERVICE (LPS) AT BASTIONG PORT NORTH MALUKU PROVINCE ABSTRACT Bastiong Port is a place for ferry transportation that operates in the Ternate city area of North Maluku, which aims to accommodate the traffic needs of the community in the North Maluku National strategic area. However, the Bastiong port in North Maluku does not yet have a Local Port Service as a supporting facility for ship safety when sailing in the waters and as a monitoring system for ship movements. In writing this final project, the method used is the method of observation and calculation method. The data obtained can be in the form of quantitative data and are generally very accurate and can be accounted for. Currently, the volume of traffic in the waters of the Bastiong Crossing Port is quite busy and at the Bastiong Crossing Port there are frequent delays in loading and unloading ships resulting in delayed departure of the next ship to be unloaded and not on schedule, resulting in frequent accumulation of passengers and vehicles. After analyzing at the Bastiong Crossing Port, efforts to overcome the current problems are the construction of a Local Port Service (LPS) and provide sanctions for ships that are still experiencing delays during the loading and unloading process. After conducting research and looking at the data from the survey results as well as from the results of the analysis carried out by researchers, from the existing problems it can be concluded as follows: wooden boats by 14% while for speed boats as much as 72%. 2. The accuracy of the ship's schedule at the Bastiong Crossing Port is not in accordance with the schedule set by BPTD XXIV of North Maluku Province. 3. Based on the Regulation of the Director General of Land Transportation No: NO: PR-DRJD 4 YEAR 2021 concerning Guidelines for the Implementation of Local Port Service (LPS) Activities at Crossing Ports must prepare facilities and infrastructure to support the planning for the development of navigational aids in the form of Local Port Service at the Ferry Port.
